San Diego,
House NDAA would extend military psychedelic studies to 2033
The House passed its fiscal 2027 defense bill, H.R. 8800, on July 22, 2026 with an amendment extending the Defense Department's psychedelic treatment research through September 30, 2033. A second amendment would write parts of April's psychedelics executive order into law for the VA, but neither takes effect unless the Senate acts and both chambers agree on a final bill.
What did the House pass?
The House passed H.R. 8800, the National Defense Authorization Act for Fiscal Year 2027, on July 22, 2026, by a vote of 216 to 212, as reported by Marijuana Moment5. Rep. Morgan Luttrell's office announced the passage that day, saying the bill "advances ibogaine and psychedelic-assisted treatment research"2.
The key change is Amendment 81, from Luttrell, a Texas Republican, with nine cosponsors including Rep. Lou Correa of California. According to the House Rules Committee, which made it in order for floor debate, it "Extends the period of performance of the current DoD trial" using psychedelic substances through September 30, 20331. Marijuana Moment reports it also changes the program's reporting requirement from "three years" to "nine years"5.
The psychedelic amendments passed by voice vote on July 22 as part of an en bloc package with unrelated proposals, before the final vote on the bill5. The rule setting up floor debate had passed the day before, 214 to 2111.
What else is in the bill?
A second amendment, from Luttrell, Correa, Rep. Michael Rulli of Ohio and Rep. Michael McCaul of Texas, would put parts of the April 2026 psychedelics executive order into law, according to Marijuana Moment. VA would have to name an official within 90 days to oversee "emerging therapeutic interventions" such as ibogaine and other psychedelics, and VA, FDA and DEA would report within 180 days on progress carrying out the order5.
That order, Executive Order 14401, "Accelerating Medical Treatments for Serious Mental Illness," was signed April 18, 2026. It directs FDA priority vouchers for qualifying psychedelic drugs, a Right to Try pathway and at least $50 million through ARPA-H for state programs. It doesn't reschedule any drug and doesn't name psilocybin3.
The research program itself dates to the fiscal 2024 NDAA, which set aside $10 million for military psychedelic studies and let active-duty service members with PTSD or traumatic brain injury join trials of drugs including psilocybin, MDMA, ibogaine and 5-MeO-DMT, Marijuana Moment reports. One proposal didn't reach the floor: a Dean-Mace amendment to expand right-to-try law to Schedule I drugs was blocked5.
Why does it matter in San Diego?
San Diego County is home to 183,791 civilian veterans, according to Census Bureau estimates for 2020 to 20244, so research on PTSD and depression treatment in the military and VA systems has a large local audience.
That said, no source we reviewed names a San Diego base or military hospital as a site for the Defense Department's psychedelic studies, and the amendment summary names no sites1. Don't read the House vote as a local enrollment opportunity.
The psychedelic research that does have local sites is separate. VA San Diego Healthcare System is the listed site for two small MDMA studies with veterans, and our San Diego clinical trials list shows their status along with 43 other studies. State efforts to fund veteran research are in our California psychedelics bill tracker, and legal options available now are compared in our therapy cost and access table.
Is it law yet?
No. A House-passed NDAA still has to be reconciled with the Senate's version and signed before any provision takes effect. Luttrell said he looks forward to the bill's "swift passage in the Senate"5. We couldn't confirm the status of the Senate's defense bill as of October 21, 2026, so we aren't reporting a Senate date or vote.
